Abstract
Young people not in education, employment or training (NEET) remain a significant policy challenge in Surrey despite the county's reputation for prosperity. Building on the findings of the Unseen Surrey report, which highlighted the hidden inequalities underpinning youth disengagement, Next Steps for NEETs: From Insight to Action brings together evidence from researchers, policymakers, educators, employers, community organisations and practitioners to explore how more inclusive and effective pathways can be created for young people.
The report examines the structural and individual factors shaping NEET experiences, recognising that young people's trajectories are often influenced by intersecting challenges including mental health, educational exclusion, insecure employment, financial hardship and limited access to appropriate support. Rather than viewing NEET status as an individual deficit, contributors emphasise the need for coordinated, place-based responses that acknowledge the complexity of young people's lives and the diversity of their aspirations.
Drawing on interdisciplinary perspectives and examples of innovative practice across Surrey, the report identifies opportunities to strengthen collaboration between education providers, employers, local authorities, voluntary organisations and creative industries. It argues that meaningful engagement, flexible learning environments, early intervention and relationship-based support are essential for improving transitions into education, employment and training.
The report concludes with a series of practical recommendations aimed at informing future policy, partnership working and programme development. By shifting the conversation from understanding the problem to identifying actionable solutions, Next Steps for NEETs: From Insight to Action provides a foundation for developing more equitable and sustainable pathways that enable all young people in Surrey to realise their potential.
