Abstract
This study was conducted to explore the possibility of developing a harmonized, pro-public health regional IP regulation and drug policy framework, to make recommendations for IP legislation and regulation to maximize TRIPS flexibilities while remaining TRIPS compliant, to identify the requirements and process for establishing a regional negotiating platform for drugs, to identify mechanisms for building coalitions and negotiating positions at the WTO for ensuring access to drugs, and to make recommendations on the adequacy of the systems in Member States for regulation of the pharmaceutical market to ensure the timely supply of safe, effective and quality medicines. The study was commissioned by The Caribbean Community (CARICOM) with a grant from the International Development Association. Volume II of the CARICOM study analyzed IP legislation in all CARICOM Member States and the Dominican Republic and made specific recommendations for maximizing access to medicines while remaining TRIPS compliant
